Students do not have to be present at the time of registration.

  • Student registration can be completed both online or in-person by visiting our Central Registration Office at 1668 Winder Highway, Jefferson, GA 30549. The Central Registration Office is on the campus of the Empower College and Career Center, next to the Automotive Lab. Online registration can be completed by clicking here.

  • The following document is required to complete enrollment of new students:

If you are new to the Jackson County School System, you MUST provide the following as part of the registration process:

    • Proof of residency in the parent/guardian’s name must be presented at the time of registration. Without residency documentation, your child(ren) cannot be registered. The following are acceptable:

IMPORTANT NOTE: If living arrangements are a multi-residence or a shared household, and the parent/guardian is not the homeowner or head of household and a Certificate of Multi-Family Residence form must be completed, notarized, and on file. The school can provide notary if needed.

    • Student’s Birth Certificate, hospital-issued birth record, or religious birth record.
      • If your child was NOT born in Georgia, check with the Vital Records office in the state of birth; many states offer similar services online.
      • If your child was born in Georgia, the Vital Records Department of Jackson County, which is part of the Probate Court, can provide a certified copy of the birth certificate for a small fee. With proper ID and $25, you can get a certified copy of the birth certificate on the spot — even if there are issues you can usually get one within 72 hours. Click here to read more about requesting a birth certificate from Jackson County.

IMPORTANT NOTE: Proof of Guardianship/Custody Agreement is required when both birth parents are listed on the birth certificate but do not live in the same household.

    • Parent/guardian proof of identification (examples are: Photo ID, passport, work badge, etc.)

    • Georgia Immunization Form 3231. Available only through the Health Department or a Georgia physician.
  • The Jackson County School System is home to 12 base schools and one college and career center that is utilized by students from both JCSS high schools. Jackson County is home to 7 elementary schools, 3 middle schools and 2 high schools. JCSS is under construction on three new schools; Hayes Farm Elementary School and Hoschton High School will open in August 2027, while Sell’s Mill Middle School will open in August 2028.

To view the current attendance zones, please click here to view our attendance zone map.

  • The McKinney-Vento Education for Homeless Children and Youth program is designed to address the problems that homeless children and youth have faced in enrolling, attending, and succeeding in school. Under this program, state educational agencies must ensure that each homeless child and youth has equal access to the same free, appropriate public education, including public preschool education, as other children and youth.

If the McKinney-Vento Act applies to your family, Central Registration will be able to assist with the registration process. If you have further questions regarding registration.

  • Parents/Guardians who live in Jackson County and want their children to attend a JCSS school other than the one for which the family’s residence is zoned may apply for a change through the process established by Georgia House Bill 251, Public School Choice Framework.

HB251, passed in 2009, allows a JCSS student to enroll in a school outside the defined attendance zone as long as the requested school has space available after all its assigned students have been enrolled. HB251 students who are permitted to enroll in a school in which they are not zoned to attend may then continue attending through all the grades offered at that school (i.e., elementary, middle or high school), provided that student meets attendance, behavior and academic expectations. A new application must be submitted when the student advances to the next grade band (i.e. elementary to middle or middle to high).

Please note that acceptance under HB251 is dependent on class availability and overall school capacity.

Please review the application linked below for more information. An application decision will be made no later than July 1 of each calendar year. School leaders will consider all HB251 applications after placement of all zoned students. HB251 applicants will be considered for placement in their requested school based on class and school capacity and enrollment. The Superintendent or designee will work with school leaders to make all final decision on requests.

    Please note:

    • If your child has a current Individualized Education Plan (IEP) or Individualized Accommodation Plan (IAP), nothing in this framework requires the school system to develop those services at the requested school, provided those services are available elsewhere in the local school district.
    • Students whose HB251 applications are approved may not be eligible for interscholastic competition at the high school level for one year, per Georgia High School Association (GHSA) eligibility guidelines.
    • The parent/guardian is responsible for all the costs associated with transporting the student to and from the out-of-zone school. The school system will not provide transportation for these students, to or from any location, including homes of relatives or daycare centers located within Jackson County.

  • Thank you for your interest in Jackson County Schools! We are pleased to provide enrollment opportunities for students who do not live within the boundaries of our school system. Please note, if you are relocating to Jackson County, please fill out a normal registration form.

The out-of-district application opens January 1 of each calendar year for the upcoming school year that begins in August.

For students in Pre-K through 12th grade who do not live (and will not be living) within the boundaries of the Jackson County School System (JCSS) but wish to attend one of the JCSS schools, parents or guardians must submit an application online.

Please be aware of the following stipulations regarding out-of-district student enrollment:

    • Out-of-district students are enrolled in our schools only if space is available after all students zoned for attendance there are enrolled and all students who live in Jackson County but wish to attend a school outside their attendance zone are placed.
    • Transportation will NOT be provided for these students, to or from any location, including homes of relatives or day care centers located within Jackson County.
    • Once an out-of-district child is placed, that enrollment is valid for one school year only, provided that student meets attendance, behavior and academic expectations.
    • There is no guarantee of placement in subsequent years, and your application must be made annually.
